Fictional case 06 · Arms and weapons related forensic review

The broker linked to a different weapons consignment

The Western Balkans, East Africa and a European transit state

The allegation

A commercial broker arranges a licensed shipment of equipment. Months later, seized weapons are associated with the shipment through a similar product description and a partly matching inventory reference. Prosecutors allege that the broker disguised a prohibited weapons transfer. A technical report describes the seized items, but the disclosed file does not explain how those items were connected to the broker's original consignment.

The independent investigation

365 ALTERAM brings together appropriately qualified classification and firearms specialists with financial and logistics analysts. They compare serial numbers, batch records, packing lists, licence conditions, end-user documents and custody records. The seized weapons are genuine, but several identifiers belong to another consignment. One digit in the police comparison table was transposed. The broker's payment records support an ordinary disclosed commission. However, one later communication suggests awareness that onward delivery arrangements were changing; its meaning remains disputed and is reported in full.

The hearing and fictional outcome

Counsel questions the technical and logistics witnesses about the broken identification chain. In the fictional proceedings, the court rejects the claim that the seized weapons establish the broker's participation in the alleged transfer. It orders further examination of the later communication before deciding a separate allegation concerning diversion. Its interim reasons identify which items have been reliably connected to the broker and which have not.

The principle in practice

An expert opinion about an object's characteristics cannot repair a missing link between that object and the accused. Both the technical identification and the alleged individual role require examination.
